OKED codes

OKED (economic activity code) is a code from Belarus’ national classifier OKRB 005-2011 “Types of Economic Activity”. It is assigned to a legal entity / sole trader and stored in the EGR; it describes what the merchant does “on paper”. The structure is hierarchical: section (letter A–U) → division (2 digits) → group (3) → class (4) → subclass (5), e.g. 47910 — retail trade by mail order or via the internet.

OKED and activity matching

A merchant’s OKED (from the EGR) is the declared activity “per the register”. The platform maps it to an expected MCC and compares with the MCC declared to the bank: a mismatch is a signal to review (see the “OKED vs declared MCC” check in underwriting). The strongest signal is when the OKED implies a high-risk category (gambling, crypto, pharma) but a benign MCC was declared.

The OKED→MCC mapping is done by AI (Premium tier) and is grounded on real directories: the OKED code is taken from the official OKRB 005-2011 catalog (with “includes/excludes” notes), and the expected MCC is chosen from the platform’s MCC catalog (rather than “guessed”). It is an explainable approximate signal, not a verdict; the decision is the officer’s.

Underwriting → OKED directory — the full official OKRB 005-2011 catalog (over 1800 codes):

• Code, name, level (section / group / class / subclass) and the section letter;
• Hierarchy — navigate to the parent code and the list of nested codes;
• Official notes “Includes” and “Excludes” from the classifier methodology — what exactly belongs to the activity and what is classified separately;
• Search by code and name, filters by section and level; cards on mobile.

Officer — view and search a code; super admin — edit, add and import/export CSV (the catalog is edited as a single file). Data source — the official Belstat table (code+name+hierarchy backbone) and the methodological PDF (notes).
